Introduction
Arabic Sign Language Interpreters:
(A) Convinced of the general principles of the International Convention on the Rights of Persons with Disabilities;
(B) Believing in the justifications that drive the urgent need for a comprehensive Arab body that seeks to achieve the common goals of the service of the signs translation of the deaf and start out from a vision of a qualified cadre of high quality, specialized scientific and institutional professional and has the capabilities and possibilities according to the work method of work that enables him to provide highly professional translation services for the deaf, taking into account the diversity of the target groups of the service;
They decide to establish the Arab Organization for Sign Language Interpreters, and the following is its main statute
Chapter 1
Preliminary Judgments
Name and start of the basic system
1 / This system shall be called (the statutes of the Arab Organization of Sign Language Interpreters for the year 2018) and shall be effective.

Create and configure
(2) A professional organization called the "Arab Association of Sign Language Interpreters" shall be established under this system, known as "selaa", and shall have a legal personality, a general seal and a distinctive logo and its internal regulations will be identified by the side/s which the network will be under its umbrella.
3 / The organization shall consist of the deaf and hearing sign language translators who are recognized in accordance with the terms and conditions set out in this system.

Headquarters
The organization's headquarters are the World Wide Web (its own website)
It works alongside the Arab Regional Secretariat of the World Federation for the Deaf, World Association of Sign Language Interpreters (Wasli), and cooperate with the Arab Federation of Working Association sponsored by the deaf.
Official languages
5 / a. The Arabic language shall be the core official language of the correspondence of the Organization.
B. The national languages of Arabic countries shall be the official languages of the Organization.
C. Without prejudice to the linguistic rights of the deaf in the Arab countries, the most common Arabic signs shall be considered as a means of communication and shall be used in Arab conferences and forums unless the General Assembly adopts a decision that includes promotion, confirmation or cancellation of this item.

6 / The logo of the network is: Two ears with blue coloured hands in the middle to indicate the movement of the sign translation connected to the word "Selaa".
Explanation
(7) In this system, unless the context requires another meaning, the words and phrases therein shall have the meaning indicated below:
Sign Language interpreter: means any person who translates the sign language into spoken or written language, translates the spoken or written language into the sign language or translates the sign language into another sign language.

A deaf person: means any person who has suffered or lost all or part of his or her hearing so that it becomes a permanent disability that prevents him from receiving the normal or communicating naturally with the hearing persons except by compensatory means that are limited to sign language, reading lips, reading, writing and Signal tactile.

Sign language: means visual signals whose language unit includes the current appearance of the movements, shapes, and locations of certain parts of the body such as hands, arms, shoulders, eyes, face, head, eyebrows, and eyelashes and deaf use it as means of communication with the surrounding environment.

National Sign Language: A linguistic system that is performed through visual signals, which includes all the related linguistic units, and has semantics and meanings agreed upon by the deaf in an Arab country and used as a lingual language in this country (mother tongue).
The Arabic sign: is a group of references of the most common and similar Arab origins used by deaf people during their meetings and gatherings.

Sign Language Trainer: means the person who has the qualification and abilities to enable him to transfer the experience and knowledge in enabling the signal communication between others. Since the Arab organization believes that sign language is the language of the deaf, therefore, who’s handling the since language teaching are the deaf "the language owners".
Organization: means the Arab Organization of Sign Language Interpreters.

System: The basic system of the Arab Organization of Sign Language Interpreters.
General Assembly: means ordinary members of the Organization and those registered in accordance with the conditions set forth in this system.
Board of Directors: means the Board elected by the General Assembly to manage the affairs of the Organization.
Office: means the Executive Office appointed by the Board of Directors to conduct the work of the Organization.
Founding member: means any key member of the qualified sign language interpreters who participated in the first Constituent General Assembly to form the network and shall enjoy all rights and privileges as it’s the case with others.
Working Member: Each qualified sign language translator recognized and convinced by the Deaf organizations in his country and has an autobiography confirming his ability to practice the profession professionally and in compliance with membership requirements.
Deaf organizations: means the organizations administered by the Deaf themselves or constitute 51% or more of their administrative and executive bodies and their general assemblies.
Deaf Institutions: Any organization run by a non-deaf or non-deaf constitutes more than 51% of its administrative and executive bodies and its general assemblies.
National Associations of Translators: means civil society organizations whose members are all qualified sign language interpreters in any Arab country.
The Executive Office (Country Office) of the Arab Organization of Sign Language Interpreters: Means the branch of the Organization in any Arab country, which has been approved by the main organization and notified by the official competent authority in the country where the office of the Organization will be opened, and which complies with all regulations and laws to be determined by the Board of Directors. Until the establishment of a national association of sign language interpreters.
Chapter 2
Objectives and Terms of Reference of the Organization

8 / The main objective of the organization is to promote and develop the practice of the sign language translation profession and to set the systems, rules, general regulations, foundations, controls, charters and strategies that govern them in cooperation with the regional secretariat of the Arab Region of the World Federation of the Deaf; and the World Association of Sign Language Interpreters (Wasli) Without prejudice to the preceding, the Network shall endeavour to achieve the objectives and carry out the following functions:

1. Develop and improve the capabilities and skills of workers in the field of translation in sign language or spoken language in Arab countries in cooperation with Deaf associations in those countries.
2. Contributing to the preparation and rehabilitation of sign language interpreters in Arab countries on the assets of translation in sign language and its laws and the setting of high-quality training standards.
3. The contribution in the conduct and spreading of research and studies on sign language and its sciences as well as sign language translation and its sciences.
4. Participate in community awareness campaigns discussing the importance of sign language and its translation in the life of deaf.
5. Setting the foundations, ethical standards and strategies that govern the practice of sign translation.
6. Preparation of an Arabic classification of the sign language interpreter according to the areas of the signal translation and propose functional description for them.
7. Encouraging the Arab countries to conduct tests of the profession of the sign language interpreter and to submit proposals for the written and application tests of the profession of sign language translation and applied through the scientific committee of the organization in cooperation with the national deaf societies in the Arab countries.
8. Translation of foreign scientific works and references concerned with the science of signal linguistics, the culture of the Deaf and the signal translation into written Arabic.
9. Support and encourage the documentation and use of national sign languages for Arab countries.
10. Working on the preservation of the deaf rights and sign language interpreters.
11. Contribute to the establishment of national associations of sign language interpreters in Arab countries.
12. Propose and develop professional tests to practice the applied and written sign language translation profession through the scientific committee of the organization in cooperation with the national deaf societies in the Arab countries.
13. Benefit from and disseminate some of the successful global experiences.
Chapter 3
Means
9. The Organization shall work to achieve its objectives through the following means:
1. Consultation with Arab deaf communities as individuals and organizations.
2. Holding conferences, symposiums, workshops, lectures, seminars and forums related to translation and sign language.
3. Training courses in advanced and qualifying translation.

4. Various media.
5. Publication of specialized researches and studies and translation of foreign references in the science of sign language into Arabic.
6. Dissemination of regulations, regulations and ethics issued by the organization translated into local reference languages for each country addressed to Arab deaf communities.
7. Books, pamphlets and specialized periodicals.
8. Use other relevant and appropriate means.
9. Raise awareness to enable deaf and sign language interpreters.
Chapter 4
Membership
Membership Sections
The membership of the Organization is divided into the following:
A. Founding Member: He is the main member who has worked and contributed to the establishment of this organization from the beginning of the work ... He is entitled to nominate, run for election and participate in each session.

B. Active Member: He is the member who works effectively in the field in the Arab context and is entitled to run for office, nominate, and vote

C. Non-working member: A member who has joined the organization, and not operational in the field worker and not a sign language interpreter. He is entitled to participate in all activities of the network except for running for office candidacy and vote and has no rights or privileges.
D. Honorary Member: A member who provides useful services to the network, whether it was tangible or in kind, consultative or as Sponsorship.
Terms of Membership:
Prerequisites:
(A) Having good conduct in his or her country;
(B) Being over 18 years of age attached with proof
(C) He has completed the secondary school as a minimum attached with proof.
(D) To be recognized by an organization of deaf or Deaf institutions.
Practical Conditions:
(A) Distinguished performance as a result of practice and accumulated experience attached with proof.
(B) Continuous practice of national sign language and direct and continuous contact with deaf people.
(C) Approval to undergo periodic tests in order to obtain continuity and stability of the information and to update regularly.
(D) Respect the principles and laws of the Arab Organization of Sign Language Interpreters
Duties of membership
12 / Membership duties shall be:
A. Respect the basic system of the network and work towards achieving its objectives effectively.
B. Payment of the contributions determined by the Board of Directors.
C. The rules and regulations governing the activity of Deaf organizations shall not be affected.
D. Solidarity join forces and collective action between deaf and translators.
E. To perform the tasks assigned with accuracy and honesty.
F. Maintain confidentiality of work with Deaf people and preserve their rights.
G. To be non-affiliated to any party or political party or intellectual group that undermines the security of the Arab framework and others.
Membership Rights:
13 / Membership rights include the following:
A / Benefiting from all the services and programs of the Organization.
B) Participation in all activities of the Organization.
C) Candidacy and election of administrative structures
D. Issuing the cards of the Organization.
Loss of membership
14 / Membership is lost in one or more of the following cases:
A / Resignation.
B / Death.
C/ Final dismissal.
D/ failure to prove proficiency (periodic fellowship tests).
E/ Conviction of any crime involving honor or honesty.
F / Exploitation of the Organization's membership for personal benefit.
G/ Expose the organization -by direct or indirect physical or moral- to abuse ...
H/ quarrels and disputes between Members affecting the Organization;

Penalties
15 / The Board of Directors shall be entitled to take punitive action against any member in case of violation of any of the articles of the statute or regulations, but it shall not deviate from the following procedures:
1. Drawing attention.
2. Write warning.
3. Freezing for one year
4. suspension with the withdrawal of membership card for two years.
5. Denial of the services and programs of the Organization for a period not exceeding two years.
6. Final dismissal.
Chapter 5
Organizational Structure (Administrative)
16 / The management of the organization rests with the following
A. General Assembly.
B. Board of Directors.
C. Specialized committees.
D. Executive Office.
General Assembly
17/A - The General Assembly shall consist of all members registered in the Organization's founding statement in accordance with the conditions stipulated in this Law, including ex officio members of the Board of Directors.
Terms of reference and powers of the General Assembly
18 / The General Assembly serves as the legislative body of the Organization and has the highest authority and has the following powers and authorities:
A/ Authorization of the Statutes, rules, regulations, standards, ethics and charters governing the practice of signal and spoken translation.
B/ formulation of policies and general directives of the Organization.
C/ Amend the Statute by a majority of at least two thirds of its members
D / discussing the organization's plans for the following year.
E/ Discussion and decision on the financial and administrative report of the Organization at the previous session.
F / discuss and approve the budget proposal of the Organization for the next session.
G/ The election of the Board of Directors members and the renew confidence in it every four years and the withholding of confidence in it or some of its members.
H/ To consider and decide on the appeals of members against decisions of the Board of Directors.
I/ Supervising the performance of the Board of Directors and hold it accountable for its work.
J/ Discussion and approval of the previous session speech.
K/ Dissolution or restructuring of the Organization and its separation from the Arab Union by the provisions of this Law.
L/ Any matters are identified by the agenda.
Meetings and Sessions of the Ordinary General Meeting
19/(A) The General Assembly shall hold an ordinary meeting once every four years.
(B) The internal regulations shall determine the procedures for holding the General Assembly.
Emergency or Extraordinary Meeting
20/1 An Emergency or Extraordinary meeting of the General Assembly may be held if:

A/ More than half of the members of the Board of Directors have requested that.
B/ More than half of the members of the General Assembly requested that.
2. The Emergency Assembly shall discuss only the purpose for which it was called for, and which is on the agenda.
Composition of the Board of Directors
21 / The Board of Directors consists of thirteen (13) members.
Terms of reference and powers of the Board of Directors
22 / The Board of Directors is the executive authority and the legitimate representative of the Organization and has the following Terms of reference:
1. Supervising the work of the Organization and follow up the implementation of its objectives.
2. Supervising the establishment of conferences, seminars, workshops, television and information programs, and specialized training and qualification courses in the field of deaf translation through a scientific committee of academic translators and specialists related to translation, sign language and commitment in the local sign language for each country during the training.
3. Establishment and organization of all activities of the Organization.
4. Implementing the decisions of the ordinary or emergency general assembly.
5. Preparation of the general budget of the Organization.
6. Taking accounting procedures and anticipating sanctions among the members of the Organization.
7. Preparing and setting up for the General Assembly and convening it.
8. Prepare the final account and the audited financial report and submit it to the general assembly.
9. Prepare the annual performance report and submit it to the General Assembly.
10. Prepare periodic reports, plans and projects.
11. To submit proposals for amending the Basic system, bylaws, standards, strategies, regulations, general rules, foundations and charters that govern and regulate the practice of the sign translation profession.
12. Delegation of any of its member or members of the General Assembly in all issues and matters related to the work of the Organization.
13. Forming specialized committees to contribute to the success of the activities and programs of the Organization.

Board of Directors Meetings
23 / (a) Board of Directors rotation shall be four years from the date of its election
(B) The Board of Directors shall meet at least once every six months and an emergency meeting may be convened at the request of most of its members.
(C) The members of the Board of Directors shall be notified of the meeting through the Secretary-General or the Secretary of the Council, considering the time, place, agenda and dispatch of the meeting documents at least one month before the meeting begins.
(D) Decision-making shall be by an absolute majority and, in case of equality, the Chairman shall be having casting vote.
(E) If a member of the Board of Directors is absent for three consecutive meetings without an acceptable excuse, he may be dropped and one of the reserves shall be promoted as an alternative within two weeks.
Specialized committees
24 / The Board of Directors shall be entitled to form any committees concerned with a matter of signal and spoken translation,
Without prejudice to the generality of the foregoing, with the committees need to cover the following issues:
(A) Information and public relations.
(B) the affairs of national associations of translators or country offices of the Organization.
(C) Encourage Arab countries and relevant institutions to organize training programs for translators.
D) Scientific and research affairs.
(E) Standards and calendar.
(F) External relations.
Executive Office
25 / The Board of Directors may form an executive office among its members or outside it to assist in running the work of the Board, provided that the internal regulations determine its functions and responsibilities.

Chapter 6
Finance and Accounts
26/1 The financial resources of the Organization shall consist of the following:
(A) Member contributions and fees.
(B) Support by the League of Arab States or the National Translators Associations.

(C) Unconditional voluntary contributions and donations from individuals,
agencies, companies and institutions.
(D) Any other legitimate sources approved by the Governing Council.
2. The regulations issued under this Law shall specify the methods of accounting dealing with the resources and expenses of the network.

Chapter 7
Internal regulations and systems
27 / (a) Internal regulations and regulations shall be approved by the members of the General Assembly by an absolute majority.
(B) Rules and bylaws shall be amended with the approval of most of the members of the Assembly.
(C) The internal rules and systems shall specify the controls, foundations, ethics and charters of practicing the profession of translation signal and spoken.

Chapter 8
Translator join Membership card
The internal regulations of the Organization shall determine how to issue internationally recognized cards and labels for sign language interpreter.
Chapter 9
Dissolution of the Organization
29. The Organization shall dissolve with the approval of four-fifths of the total membership of the General Assembly in an emergency or extraordinary session allocated for this purpose. Members shall be notified at least two months before the date. In such case, the Network shall be dissolved immediately or from the agreed date.

Chapter 10
30 / Final Provisions
A - The Arab Organization for Sign Language Interpreters seeks to be recognized by the Arab, regional and international levels so that it become the organization concerned with the affairs of translators.
B. Establishment of country offices of the Arab Organization of Sign Language Interpreters in countries where there are no national sign language associations in cooperation with national deaf associations to work together to develop the skills of sign language translation and compliance with the national sign language.
C- The Organization contributes and cooperates in the formulation and financing of country and national projects related to its objectives in various Arab countries.
(D) The Organization shall organize a scientific conference or scientific symposium at least every two years.
(E) The Network shall organize the Arab Association of Sign Language Interpreters' (AIMS) examination exam once every four years and the regulations shall specify all matters related thereto.
